How to Sell Digital Products in the EU (and Handle VAT)

To sell digital products in the EU, you charge VAT at the buyer's country rate on every sale to a consumer, then file and pay it to that country, usually through the EU's One-Stop Shop (OSS). Pocketsflow does this for you as the merchant of record: it calculates, collects and remits the VAT on each sale, so you sell to buyers in all 27 EU countries without registering for VAT yourself.

What counts as a digital product for EU VAT

The EU treats most digital products as electronically supplied services: ebooks, online courses, templates, presets, software, music downloads and memberships. For these, VAT follows the buyer, not the seller. A buyer in Germany pays German VAT at 19%, and a buyer in Hungary pays Hungarian VAT at 27%, even if the seller lives in the United States. Pocketsflow, as merchant of record, calculates the VAT for each sale.

EU VAT rates for digital products

Each EU country sets its own standard VAT rate. The chart shows the lowest, the highest and two of the largest markets, from the table behind the Pocketsflow EU VAT calculator.

Rates run from 17% in Luxembourg to 27% in Hungary. Some countries apply a lower rate to ebooks; the calculator uses the standard rate and says so. On a $29 product, that gap is worth $2.90 of VAT between the lowest and highest rate, so the VAT on the same product changes with every buyer's country.

Do you need to register for EU VAT?

It depends on where you are. A seller based in the EU can sell up to €10,000 a year to consumers in other EU countries at their home country's rate; above that, the buyer's rate applies and most sellers register for OSS. A seller outside the EU has no such threshold: VAT is due from the first sale to an EU consumer. With Pocketsflow as merchant of record, Pocketsflow is the seller of record for VAT, so you do not register for OSS or file EU returns for sales made on Pocketsflow.

When to handle EU VAT yourself

Some sellers already have an EU VAT registration and an accountant who files OSS returns every quarter. They can turn off Pocketsflow's tax handling in Settings, Taxes and remit VAT themselves. For most solo creators, letting Pocketsflow handle VAT is simpler: no registration, no quarterly returns, no rate table to keep up to date. For sales tax outside the EU, read the creator's guide to VAT and sales tax, and for the merchant of record model, merchant of record explained.
