// the rules
Who pays VAT, and where.
The EU taxes digital products where the buyer is, not where you are. Four rules cover almost every sale.
The buyer's country sets the rate
Digital products sold to consumers are taxed where the buyer lives, at that country's rate. A buyer in Hungary pays 27%, one in Luxembourg 17%.
Businesses are reverse charged
When the buyer is a business with a valid EU VAT number, you charge no VAT and the buyer accounts for it. Check the number in the EU's VIES service.
One return for the whole EU
The One Stop Shop (OSS) lets you declare all EU sales in one quarterly return. Sellers outside the EU owe VAT from the first sale; EU sellers below €10,000 of cross-border sales a year may charge their home rate.
Or let a merchant of record do it
A merchant of record sells to the buyer on your behalf, so it charges, files and pays the VAT. Pocketsflow is the merchant of record for every sale.

// faq
Common questions.
Which VAT rate do I charge on a digital product?
For a consumer, the standard rate of the country they live in (the calculator above). Some countries apply a reduced rate to e-books and online publications; courses, software, templates and other downloads use the standard rate.
How do I add VAT to a price?
Multiply the price before VAT by the rate. €49 at Germany's 19% is €49 × 0.19 = €9.31 of VAT, so the buyer pays €58.31.
How do I take VAT out of a price that already includes it?
Divide by one plus the rate. €49 including France's 20% is €49 ÷ 1.20 = €40.83 before VAT, and €8.17 of VAT.
Which EU country has the highest and lowest VAT?
Hungary has the highest standard rate at 27%; Luxembourg the lowest at 17%. Rates checked October 17, 2026.
Do I need to register for VAT if I sell on Pocketsflow?
No, not for sales made through Pocketsflow. As merchant of record, Pocketsflow charges the right VAT at checkout and files and pays it. Your own obligations at home (income tax, for example) still apply.
Is this tax advice?
No. It is a calculator and a summary of the EU rules for digital services. Rates change; check the European Commission's database or ask a tax adviser before you file.
